Below notification was issued by Ministry of Commerce and Industry, Department of Commerce Directorate General of Foreign Trade, Government of India on March 28, 2020. This notification recognises the fact that Government of India will not be able to issue Certificates of Origin (COO) in view of the lockdown. However, the custom authorities have been requested to let the trade continue ‘under preferences’ i.e. on discounted duty rates, and the COO will be issued by the designated authorities when they resume operations. Indian exporters will be required to submit the COO when the normal operations of all authorities commence and Indian government is also willing to grant temporary exemptions from the requirement of COO on imports, on case by case basis if exporting countries issue similar notifications or apply for exemptions.
